# The Senate's Continuing Resolution Keeps Vouchers Funded Through December 11 and Settles Nothing for FY27

David Opalek August 5, 2026 2 minute read [Housing Policy](https://dane-isaac.com/dane-isaac-insights/tag/housing-policy)[Affordable Housing](https://dane-isaac.com/dane-isaac-insights/tag/affordable-housing)

Senate appropriators released text of a bipartisan continuing resolution on August 2, and the housing-specific mechanics inside it deserve more attention than the topline "government stays open" framing suggests. The bill extends federal funding through December 11, a week longer than the House's version, and it arrives because the Senate Appropriations Committee still has not reached the topline spending agreement needed to move a full-year FY27 THUD bill. That deadlock means HUD's rental assistance and homeless programs are running on a patch, not a resolution.

Two provisions matter directly to anyone underwriting voucher-reliant deals. First, the CR allows HUD to repurpose unobligated funds within the Housing Choice Voucher Program to cover rental assistance, a workaround that keeps voucher holders funded without requiring new appropriations. Second, it extends the availability of some expiring homeless assistance grants, preventing a lapse in Continuum of Care contracts that fund permanent supportive housing and shelter operators nationwide. Neither provision is a funding increase. Both are stopgaps that keep existing obligations from breaking while Congress fights over FY27 numbers.

The more consequential provision has nothing to do with housing dollars directly. The CR temporarily blocks a contested Trump administration rule that would require federal grants to be approved by senior political appointees before award. Senate Appropriations Chair Susan Collins said she pushed for changes to the proposed rule over its "potential to politicize grants and harm small, rural communities." For HUD's competitive grant programs, from CoC to CDBG, that review authority question is the one worth tracking past December, since a CR block is temporary by definition.

Worth noting what didn't make it in. Advanced appropriations tied to the 2021 infrastructure law, roughly $36.8 billion annually, expire October 1 with no extension in this bill. And the CR includes no language restricting "pocket rescissions," the administration's asserted authority to claw back previously appropriated funds after the fact, so already-obligated housing dollars remain exposed to that dispute regardless of what this patch funds.

For LIHTC and voucher-dependent development, the practical read is that near-term continuity is secured through repurposed voucher funds and extended CoC grants, but nothing about FY27 baseline funding is resolved, and the rescission authority question stays open. December 11 is now the date that matters, and a lame-duck appropriations fight compressed into the weeks before it is rarely where the best policy gets written.
